Hmmm, well, wouldn't hurt to spend some time looking into naval flags
from our period.
This page:

has modern drawings of sixteenth-century English ensigns. The basic
design appears to be horizontal stripes of various colors, with the
cross of Saint George in the upper left-hand corner.
I think it would make sense to substitute the An Tir populace ensign for
the cross of Saint George. So what about Barry gules and argent, on a
canton argent a lion's head sable? I don't think this would cause
registration issues, because one can place a fieldless badge on any field.
