The most recent version of the on-line database was released in Nov. 2006
and is stated to be complete through June 2006; this version is in use by
the on-line O&A at www.sca.org, but I see that farreaches and waterloo are
still using an older version.  Now that the LOARs are complete through Dec.
2006, I hope for another update once Morsulus gets the indexing done, but
getting it on-line depends on the people maintaining the sites.

The ultimate conflict completist would research against the O&A, LOARs not
yet incorporated into the O&A, and any known items in process (from LOIs,
ILOIs, etc.) which may be ruled on at Laurel level before the submission /
concept you're checking gets there.

I'm not aware, offhand, of any ultimate conflict completists.  Diminishing
returns rears its head fairly quickly once you get outside the index
structure of the O&A.  Check what you're comfortable with, and accept the
fact that you can't be perfect - there's no possible way for a consulting
herald to catch a conflict which is just being mailed two states away, or
which will be created next month in a kingdom that processes submissions
faster than yours does.

Conceivably OSCAR could be incorporated into a more dynamic system, where
indexing could occur as part of the commenting process and immediately
become available for checking subsequent items, with the side benefit of
removing some of the burden of the Morsulus office.  (I'm not volunteering
to create this.)
