Ergh, unfortunately this conflicts with the flag of Scotland,

Only one CD per X.4.i for adding the bull's skull (which is "addition of charges on charges.") 

The submission is however clear of Bela. One CD per X.4.b for addition of / removal of a group of (non-primary) charges on the field (the suns) - this is a secondary charge group by other terminology. There's a second CD for removing the bull's skull, again by X.4.i - addition / removal of charges on charges. 

Note that "charges on charges" are also called tertiary charge groups, not secondary charge groups. The Glossary of Terms is a good place to look for this kind of thing, start at "Charge Group" and then work your way to the entries of the charge groups mentioned in that first entry. :-)

It is certainly clear of the others you cite as possibilities.
