I received a private email which thought that perhaps there was an "unspoken understanding" that "you have to live in a certain geographical area of An Tir to be considered for the position."

I believe that Black Lion and Queue Fourchy have come up with a Cunning Plan (tm) to ensure that there will be a centrally located Lions Blood Clerk who (among other things) would have possession of the files, and would send the necessary material to Lions Blood. 

Now in the days of OSCAR for submissions, the new subs have to be scanned in anyways, if the clerk did that, the Lions Blood would of course have access to the scanned forms... and (presumably) any other scans from the files Lions Blood needs to get from the clerk.

My guess is that if there ever were such an "unspoken understanding" it would have involved the difficulty of moving the filing cabinets full of files. So, no longer a problem! :-)
