[antir-heralds] Heraldic display and Images

The Tir Righ badge was recently transferred to Tir Righ as of a few  
LoAR's or so.

I can speak authoritatively that the Summits populace badge, though  
not specifically registered so, is (Fieldless) A chalice azure, almost  
universally displayed on argent.
