[antir-heralds] Two More Banner questions

Just coming from a meeting of the decorating committee, questions were 
posed that I wasn't sure of the answer.

1) Can the populace badge or the kingdom's arms be placed on the ensign 
for a banner or can we only use the chequey field for both/either?

2) Etiquettely speaking, proportion of area specific display... my idea 
was that, as 12th night is kingdom, kingdom gets the lion's share of 
display with Tir Righ as hosting Principality coming runner up so to 
speak. Lions Gate as hosting branch and the other 2 principalities get 
equal share.

Thoughts?
