Specifically, a polling order is one which polls its membership to
vote on the induction of new members. Royal peerages are automatic
upon the completion of a reign, but a polling order has its members
decide when a candidate is ready to be recognized as part of their
membership.

In some kingdoms, orders lower than patent of arms level might be
polling orders, and I believe a few of the An Tir baronies have
polling orders as well.
