[antir-heralds] How to blazon a flag.

Dear and Kind Heralds,

I have nothing against Pirates, let me say that up front, just there seems to be a great many and without an opposition. 
I wish to make a flag to symbolize the traditons of maritime law and order. (and so I can tell people how to find my camp).  I'm not sure how to blazon it, much less if it would be presumptuos or intrusively modern.

Pally of gules and argent, Centered on the seventh gules pale a pair of crossed anchors sable, in canton Argent a lion's head sable.
It is the USCG Ensign with the US Eagle replaced by the An Tir Populous badge and the Coast Guard emblem simplified. 

I am more worried about offending people than about regestering it.
