[antir-heralds] Request for clarification of the RFS

I have two questions regarding the Rules For Submissions, and hope the more 
experienced heralds on this list can help me.

Regarding RFS, X.2 and X.4.e, are different kinds of crosses 
significantly/substantially different types of charges?

Regarding RFS X.4.b, does "substituting" a different charge (that is, 
removing, say, a lion rampant sable and putting in, say, a mullet sable) 
count as one CD or two? I can see claiming that removing one charge (the 
lion in my example) is one CD and adding the other charge (the mullet in my 
example) is another CD. However, this strikes me as excessive. What says 
the CoA?
