Those are the Rules by which we work. What you're asking is answered
in the Administrative Handbook, which is the guideline of who may
register what and how.
(The RfS are what form the registration may take.)
One CD apart is a shoo-in for permission to conflict. I'm thinking
you actually only need a blazonable difference. Looking... Aha!
Section III.C.3. answers that. Since the AH is the most needed and
least used rules document in a herald's arsenal I'm going to be mean
and make you go look at the wording yourself. :)
A template for a letter of permission is in Appendix D.
