Unfortunately, it isn't true -- I've been on some that do/did. But it's 
typically a good idea to configure the list to reject them, to avoid 
various problems. Depending on your list software, you often have the 
ability to choose whether to allow them.

(I have one user on one of my lists who has been snarking at me for 
years because I won't let him send attachments to the list he is on, or 
even allow HTML formatted mail. He calls me a Luddite. I laugh.)
