I show a Jankyn Apown ap Watkyn, dated sometime between 1415 and 1536,
on page 173 of Morgan&Morgan.
Note that this is a usage as a given name, supported by Watkin Edward
(1600, p.106) and Watkin Loughour (1509-1547, p.146).
I don't have the actual book, so I don't know if it has an entry for
Watkins, though I don't think it does.
While none of these citations are early enough for your client's
request, they show that the name was used in Wales, in the spellings
Watkin and Watkyn.
I would expect a Welsh name from the 14th century to have the
patronymic (ap Watkin/Watkyn, or in this case filia/ferch/verch/uxor
Watkin/Watkyn) instead of the inherited surname, but I don't think
it's unreasonable to have either.
If your client hasn't decided on a given name, the following are the
