Not online, no. On your computer then print it out, yes.
You may edit the PDF using Acrobat. Do everyone a favor and change
fonts, colors, or both if you do, please, so that all the field
headers don't run into the text. I've gotten forms that read
'SOCIETYNAMEROBERTWILLIAMSON' and the like and had to use highlighter
so the final form was actually readable.
Also definitely measure the forms when they're printed. Variations in
size make submissions returnable and this is most important for
armory. The top line of the shield or the badge square _must_ be 5"
across. Not 4.5", not 5.25". So turn off all resizing options on
your printer before printing.
Do not, do not, do not delete any fields. Every one is there for a
reason, even if left unchecked by the submitter.
Your Excellency knows I'm not directing these important points at you,
right? I just got another opportunity to educate and heaven help
Teceangl should pass anything like that up. :)
Anyway, the answer is that the forms have no security settings and
should be editable in whatever you've got that'll edit PDFs. There is
no way to fill them out online. Don't alter them, thanks.
