I see others have already answered. But, yes, they can't currently be
filled out online, but it's something that we are looking into fixing.
The files can be opened in Acrobat as far as I know, and
Photoshop/Photoshop Elements work pretty well for it too. (There may be 
other programs with this functionality too.)

This is a very good time for me to ask if anyone has access to Adobe
Acrobat Pro, along with the time and ability to help build some forms
for us. Acrobat doesn't have the functionality to do all that we are
trying to do (which is why we are looking into other ways to handle
this, particularly for armory submissions), but we could at least make
it so you could fill the text in online. in the meantime. I don't have
access to Acrobat Pro, however.
