westkingdom.org has an online article that discusses various armory
books in an SCA context. You can find it at:

Here is what they have to say about that book:

Often misleading with respect to SCA heraldic practice.

For $10, I'd buy it. I haven't seen that one, but the other Neubecker is
indeed beautifully illustrated and if this one has many of the same
illustrations, it's well worth $10.
