I suspect it's more of a "Don't ask - don't tell" situation.  Given the
multitude of possibilities, there's no practical way to determine for
certain that something is not used by the submitter anywhere outside the
Society except by asking for and taking the submitter's word.  Once an
outside use is brought to the official attention of the Laurel office, by
the submitter or otherwise, then it has to be dealt with, but if that never
happens then it's apparently not considered a big deal.

The philosophical question of whether we should bother to have a rule which
can only be enforced reliably against the open and honest is a separate matter.
