Are you saying that she wants all of the feathers to be silver with a 
red outline?  I don't think that's allowed as plummety by definition 
alternates two colors of feathers. 

The closest that I can think of would be to go with scaly (look at 
http://www.badger.cx/heraldry/roll/display.php?id=736 and 
http://www.badger.cx/heraldry/roll/display.php?id=1858 for examples).
