Loyall got a good blazon here, and she's right, a charge cannot
surmount a peripheral like that.  Additionally, it cannot be issuant
from the base because there's zero contrast between the sea-dragon and
the top Or trait of the base.  To place the sea-dragon wholly on the
gules field between the chief and base (requiring a little resizing)
would clear up the style concerns.
