Unless I'm utterly lost, that would not clear the conflict. Between the 
proposal (Paly sable and or, on a chief argent a fleur-de-lis between 
two spur-rowels sable) and the register device of Lachlann Munro (Per 
pale gules and sable, on a chief argent three mullets sable.), the first 
CD is the field (X.4.a.i). The second CD, if done by changing the 
objects on the chief, would come from either X.4.j.i or X.4.j.ii

Spur-rowels are not clear of mullets (and 6 points is not clear of 5), 
so your suggestion, m'lady, will not qualify for X.4.j.ii. As well, a 
single change (of type, in this case) isn't enough for X.4.j.i.

Now, the change you suggest, *plus* a change of tincture, would do. 
Though we'd have to check for conflict for *that*. ;-)
