Having read the responses through Teceangl's of ~2:45 PM, I have to ask 
--- am I the only person who thinks the field is *purpure*?!?? Gules?? 
Not to my eyes. YMMV, of course.

I would say:
Purpure, a base wavy barry wavy Or and vert, sea dragon rampant 
throughout and a chief embattled Or.

Note that chiefs are never covered by throughout charges (nor are 
bordures), but everything else is (at least, according to works of 
mundane heraldry I've read, I assume a base would be). For greater 
precision, one could change to "...vert, surmounted by a sea dragon 
rampant throughout..."

Frankly, I'm not happy with either my blazon nor the current emblazon. I 
second the recommendation to move the sea dragon up, so it's either just 
touching or (better) separated from the base.

BTW, minor note: the base needs to have its bottom stripe the opposite 
tincture from the top one. Right now, it's a base wavy Or charged with 3 
bars wavy vert. ;-)
