I'm confused.

There's no difference between a wolf and a talbot (or any other dog).
No difference between a lion and a cougar and a tyger.
There's no difference between an eagle and a wren and a dove.

Why would there be a difference between a horse head and a unicorn 
head? (or a horse and a unicorn).
I understand that the heraldic unicorn is so much more than our standard 
"horse with a horn issuing from its forehead": thinks like hooves like a
goat.

But, for purposes of distinction across the field, I don't see a difference.
Is this a case of what seems to be an arbitrary ruling?
