Actually, yes, there is a point to repeating the tincture: It removes any 
possible ambiguity about whether there are fleurs-de-lis on the primary 
charge.  I believe it has been decreed that such tinctures shall be 
repeated, for precisely that reason; if someone wants to check on that, 
feel free.
