While this is a question best answered by Dexter Gaunrlet (officially), the
date on the scroll.chrter is the date of the honor, and is the one entered
on the OP. I have personally witnessed honors be secret for two or moee
years before the recipient was finally tracked down (once, in another
Kingdom) to give them public recognition.

So, when the person receives the honor, record it from the date on the
document.
