I believe a pile throughout -must- touch the bottom of the device.
Precedent:
[/Azure, on a pile raguly Or a thistle proper, in base an estoile Or/] A
pile should extend most if not all the way to the base; properly drawn,
there would not be enough room for a charge ... to fit between the pile
and the base. [Baldwin of Erebor, LoAR 6 December 1984, p.18] The
precedent has continued to hold ever since. [*Sorcha ingen

LoAR Date: September 1, 2000
Thus, since a pile not specified "throughout" must -nearly- touch the
base, it seems to me a pile specified as "throughout" would have to do
so. Actually, it's my impression *anything* labeled "throughout" has to
touch some part of the edge of the device such a charge not labeled
throughout would not usually touch.
I hope you followed that. :-/
I can find no conflict or near conflict not already covered by Teceangl.

Hero’s True Love’s Rule #35: If I absolutely must scream, I will use actual words with useful information. "I am being eaten by a shuggoth!" better enables the Hero to rescue me than does a simple, ear-splitting "Aaarrrggghhh!"
