While we don't allow a branch officer, such as herald or marshal, to combine their arms with their "job's" arms because the whole society uses those arms, what if a branch decided to create and submit a device specifically for their branch's herald or marshal? Would that even pass muster, or would it be kicked back because of SCA historical precedent?

Kicked back. See The Administrative Handbook, section II.D.3. which
reads in part, "Badges may only be registered for offices of Society
branches if no badge has been registered for that office by the
Society or any territorial entity to which the submitting branch
belongs."
