My husband looked into it and here is the info he's found...

So getting a letter from her parents and one from Gwenlian Black Lion would
be the first step. Hope this helps.

I know some officers can be 16 with Parental consent. What about a
Shire's herald? I have an awesome candidate that wants to be
Tymberhavene's next herald, but she turns 18 in April next year. Does
she have to wait or could she do it? Inquiring minds want to know!
